PANABO CITY – A contingent from Davao del Norte State College, headed by President Joy M. Sorrosa, Vice President for Academics and Research Girley S. Gumanao, Vice President for Administration and Finance Reir Erlinda E. Cutad, together with the deans and directors, office heads, and Supreme Student Council President Severino Agliam III, traveled with caution to Maragusan, Davao de Oro for this year’s Midyear Planning, from August 25 to 27, 2021.

The activity started with the rationale briefing by the Director for Planning and Resource Management (organizing unit), Dr. Charlo Bianci Guray. This was followed by a presentation of milestones and challenges by Dr. Joy M. Sorrosa.

The delivery units represented by the deans and directors were given a few minutes for the presentation of their actual accomplishments, compared to the 2021 institutional targets, as well as the strategic plan targets. They also enumerated their catch-up plans to ensure the closing of the gap between the midyear accomplishments and the targets for the whole year.

Day One ended with a discussion on the Performance-based Bonus (PBB) Guidelines for the Fiscal Year. On the second day, the General Appropriations Act and Strategic Plan targets for 2022 were cascaded. The cascading will guide the delivery units and offices on their targets for next year and what to prioritize, in terms of budgeting and the conduct of activities. The Finance Services, spearheaded by Director Ma. Bonjeavem G. Labor, assisted by Budget Officer Rhaymart O. Gella, identified the funding sources of Programs, Projects, and Activities (PPAs), and the Budget Allocation of the College for 2022.

VPAR Cutad also gave a talk on Understanding the Government Procurement Process and its Challenges to the group, highlighting the value of planning in government purchasing. A special meeting to tackle proposals and other research-related matters capped the evening. On the third day, the group had the opportunity to finish their remaining tasks individually or with their peers. DNSC organizes two planning activities every year (midyear and yearend) to make sure that everybody is moving toward the same direction and is contributing to the attainment of the goals and mandate of the College.
