PANABO CITY – A five-day rigorous virtual training on Procurement Processes and Policies was conducted last March 28 to April 4, 2022. The participants were Davao del Norte State College’s officials, members of the Bids and Awards Committee (BAC), procurement staff, and end-users from various offices.

The training was facilitated by the Office of the Vice President for Administration and Finance, headed by Dr. Reir Erlinda E. Cutad, in coordination with the Government Procurement Policy Board – Technical Support Office (GPPB-TSO) under the Department of Budget and Management (DBM). Atty. Norly P. Reyes started the discussion on Procurement 101 and Penal, Civil and Admin Provisions concerning procurement. On Day Two, Mr. Rommel D. Rivera talked about Procurement Planning and Budget Linkage, including Early Procurement Activities.

Dr. Florife O. Urbiztondo presented the Standard Bidding Procedures for Goods and Services, while Dr. Lorel S. Dee expounded on the Alternative Methods of Procurement. The training was capped with a discussion on the Preparation of Technical Specifications, Scope of Work, and Terms of Reference; Efficient Procurement Measures during a State of Calamity or Implementation of Community Quarantine or Similar Restrictions. The participants were given time for queries and insights after each topic.

In her closing remarks, DNSC President Joy M. Sorrosa emphasized the importance of the said training in guiding the College’s decision-making, in terms of procurement, and in improving its processes. She also highlighted the College’s recent innovation on procurement, that is the launching and utilization of its Procurement Management System.
