
PANABO CITY – Two Bachelor of Secondary Education major in English students from Davao del Norte State College (DNSC) advanced to the final round of the Mindanao leg of the Development Talk 2026, held on September 26, 2026, at the CMDI Tagum Campus in Tagum City, Davao del Norte.
Representing DNSC were Vince Millan in the English Medium Category and Rhapsody Diorda in the Cebuano Medium Category. Both speakers secured spots among the Top 3 qualifiers and will proceed to the final round scheduled for March 20, 2027.
Organized by the Center for Agriculture and Rural Development Mutually Reinforcing Institutions (CARD MRI), Development Talk is a public speaking and elocution-inspired competition that brings together participants from colleges and universities, development organizations, and microfinance institutions.
For the college category, the 2026 competition carries the theme “Role of Education in Ending Poverty in the Philippines”, inviting student speakers to present their perspectives on how education can contribute to poverty reduction and social development. Millan and Diorda were coached by John Rae V. Duran and Samsel Rhys P. Sulotan.
