PANABO CITY – The Civil Service Commission (CSC) Region XI has named the Davao del Norte State College (DNSC) and Davao del Norte Learning Institute (DNLI) Management Team as the regional winner and national semifinalist of the 2025 Gawad Pagasa Award, conferred during Pagpupugay 2025: Parangal sa mga Lingkod Bayani ng Davao Region on September 11, 2025, at Seda Hotel, Davao City.

The award was received by DNSC President Joy M. Sorrosa, Institute of Leadership, Entrepreneurship, and Good Governance Dean Florie Ann L. Fermil, Senior Administrative Assistant Lou Helen R. Tayone, and Provincial Information Officer Mervin Jay Z. Suaybaguio. Along with a plaque of recognition, the team received a cash incentive of ₱40,000.

The Gawad Pagasa Award, one of the highest honors conferred by the CSC under Executive Order No. 292 (Administrative Code of 1987) and CSC Memorandum Circular No. 1, s. 2001, recognizes outstanding contributions of public officials and employees in collaborative work that result in innovative solutions, significant savings, improved service delivery, and strengthened public trust in government.

Davao del Norte Learning Institute provides a specialized adult education curriculum for government employees in the province. By enabling working professionals to complete their degrees and advance in their careers, DNLI directly contributes to improving the competence, morale, and effectiveness of public service in Davao del Norte.

Classes under DNLI are conducted on weekends to accommodate employees’ work schedules. This initiative strengthens the link between higher education and public service, creating a sustainable model for lifelong learning and professional growth within government institutions.
