
PANABO CITY – Sangguniang Kabataan (SK) officials of Panabo City emboldened their understanding of governance and civic duty through Pagpakanug: Capability Building Program on Leadership and Governance, held at the Davao del Norte State College (DNSC) Gymnasium on April 26, 2025.
Organized through the collaboration of DNSC, Local Government Unit of Panabo, SK Federation of Panabo, Bachelor of Public Administration Program, and Coalition of Future Public Administrators, the activity aimed to enhance the capacity of youth leaders in two vital areas; understanding the electoral process and effectively educating their constituents on voter rights and responsibilities.
Atty. Louie B. Limbaro, in his talk “Youth Political Participation Beyond Elections”, emphasized that “youth involvement must go beyond casting votes . It must translate into active, informed participation in governance.” He challenged the SK leaders to transcend ceremonial roles and become catalysts for real community transformation.
Following this, Atty. Jetro A. Bulawan delivered the second session, “Educating the Youth on Voters’ Rights and Responsibilities”, asserting that “leadership begins with understanding the fundamental rights and duties as citizens.” His message underscored the importance of civic literacy in shaping accountable and responsive young leaders.
True to the spirit of Pagpakanug, a Visayan term connoting guidance and empowerment, the event served as a timely reminder of the crucial role youth play in shaping democratic processes. The capability-building program stands as a strong step toward fostering a more participatory, informed, and principled generation of leaders in Panabo City.
