PANABO CITY – Davao del Norte State College (DNSC) served as the host institution for the Meeting on National Budget Circular (NBC) No. 602 and No. 603 on the adoption of economy measures in view of the declaration of a State of National Energy Emergency, held on May 6, 2026, at the GAD Conference Room.

The meeting was attended by key finance and budget officials from various state universities and colleges across Davao Region, including Davao de Oro State College (DDOSC), Davao del Sur State College (DSSC), Davao Oriental State University (DOrSU), Southern Philippines Agri-Business and Marine and Aquatic School of Technology (SPAMAST), and the University of Southeastern Philippines (USeP). Each institution was represented by their respective accountants, budget officers, and finance directors. The session was presided over by Dr. Marck Lester Navales, Finance Director of DNSC.

The discussion focused on key provisions of NBC No. 602, titled “Adoption of Economy Measures in View of the Declaration of a State of National Energy Emergency under Executive Order (EO) No. 110, s. 2026,” and NBC No. 603, which covers the adoption of similar economy measures to be sourced from Fiscal Year 2025 continuing appropriations.

Agenda items included Special Trust Fund management, honoraria guidelines, fund transfers, and Representation and Transportation Allowance (RATA), all within the context of strengthening fiscal discipline amid rising energy-related constraints.

Participants shared institutional experiences and best practices in implementing austerity and energy-saving measures, highlighting strategies that promote cost-efficiency while maintaining operational effectiveness. The exchange also served as a venue for clarifying compliance concerns and addressing common issues encountered in the implementation of the circulars.
