2024 pbb

PANABO CITY – Davao del Norte State College earned 95 points and qualified for the grant of the Fiscal Year 2024 Performance-Based Bonus (PBB), according to the final eligibility assessment issued by the Department of Budget and Management (DBM) through the Executive Order No. 61 (s. 2024) Technical Working Group.

In a letter dated October 28, 2026, addressed to College President Joy M. Sorrosa, DBM confirmed DNSC’s eligibility. The assessment, dated October 19, 2026, classified the College as “Eligible with Isolation”, with eligible employees entitled to a PBB equivalent to 61.75% of their monthly basic salary.

The College obtained its 95-point rating across four major assessment areas: Performance Results, Process Results, Financial Results, and Citizen/Client Satisfaction Results.

For Performance Results, DNSC garnered 20 points after achieving 85.71% or 12 out of 14 Congress-approved performance indicators for FY 2024. Under Process Results, the College received 25 points for demonstrating at least 15% improvement in its process parameters through the digitalization of its nominated service, “Issuance of Supplies, Materials, and Equipment”.

The Anti-Red Tape Authority (ARTA) validation report recognized the implementation of the web-based Supply Information System as a measure that streamlined document routing, reduced manual processing, and improved service accessibility, resulting in an 18.52% increase in clients served.

The College also secured 25 points under Financial Results, having achieved an average of 88% in Disbursements and Earmarked Income Budget Utilization Rate (BUR), based on the DBM Regional Office XI report dated September 15, 2026.

For Citizen/Client Satisfaction Results, DNSC received 25 points after recording no complaints through either the 8888 Citizens’ Complaint Center or the Contact Center ng Bayan (CCB) from January 1 to December 31, 2024, based on the respective reports from the Office of the President and the Civil Service Commission.

In terms of Agency Accountability Requirements, the assessment recognized the College’s compliance in areas including the Transparency Seal, PhilGEPS Posting, Committee on Anti-Red Tape, Client Satisfaction Measurement, Early Procurement Activities, sustained compliance with audit findings, and other applicable requirements. However, the assessment identified non-compliance in the FY 2024 Annual Procurement Plan–Non-Common-Use Supplies and Equipment (APP Non-CSE) and Freedom of Information (FOI) requirements.

The assessment reflects DNSC’s performance in meeting its institutional targets, improving service delivery processes, managing public funds, and maintaining mechanisms for citizen and client feedback.
