
PANABO CITY – Davao del Norte State College (DNSC) hosted a Re-Echo seminar on the laws, rules, and regulations on the Appraisal and Disposal of Government Properties on May 9, 2025, at the Gender and Development (GAD) Conference Hall.
The seminar was attended by members of the Disposal Committee, Technical Working Group (TWG), and secretariat, all of whom play key roles in ensuring the proper handling and disposal of government assets in the College.
The activity began with opening remarks from Dr. Reir Erlinda E. Cutad, Vice President for Administration and Finance. She emphasized the importance of collective learning and procedural understanding in inspection, appraisal, and disposal activities. She highlighted the goal of improving these processes to ensure they are conducted responsibly, efficiently, and in line with existing government guidelines. She also commended the participants for their presence and commitment to fulfilling their responsibilities with integrity and accountability.
The seminar featured three key presentations. John Carlef C. Balacuit discussed the constitution of the disposal committee, determination of properties for disposal, and the processes of inspection and appraisal. Razel M. Batulan followed with an overview of appraisal procedures, various modes of disposal, and the proper method of dropping assets from the books. Lastly, Mr. Rhaymart Joe O. Gella, Director for Administrative Services, presented old appraisal reports and shared valuable insights to guide current and future disposal activities.
In his closing remarks, Dir. Gella expressed hope that the participants gained useful knowledge and practical lessons they can apply in fulfilling their duties under Office Special Order 137, which designates their roles in the management of serviceable and unserviceable properties and equipment of the College.
