
PANABO CITY – Davao del Norte State College (DNSC) and the Land Transportation Office (LTO) Region XI signed a Memorandum of Agreement (MOA) for the S.A.F.E. Program (Strengthening Advocacy for Future Education) on April 29, 2025, at the Gender and Development (GAD) Conference Room.
The collaboration will offer theoretical driving courses, student permit issuance and renewal, and on-campus vehicle registration. It aims to integrate road safety education into schools, promoting a culture of discipline, civic responsibility, and proactive safety awareness.
LTO XI Legal Officer Atty. Maria Lourdes M. Lopena presented the agreement, witnessed by the district office heads of LTO XI and other officials. Representing DNSC were College President Joy M. Sorrosa and several key administrators.
“We consider this a celebration of a shared vision,” said Rhaymart Joe O. Gella, DNSC Director for Administrative Services, in his opening remarks. He emphasized that the partnership supports the college’s extension programs and provides the academic community with greater access to essential government services.
LTO XI Regional Director Atty. Ernesto Raphael V. Robillo stressed that education is key to reducing preventable road accidents. “The fastest way to reach the heart of the community is through schools,” he said.
President Sorrosa described the partnership as “a timely and noble endeavour,” highlighting its dual benefit of making licensing services more accessible while addressing the urgent need for road safety education.
