
PANABO CITY – Davao del Norte State College strengthened its Reserve Officers’ Training Corps (ROTC) component, in compliance with the National Service Training Program (NSTP) Act of 2001, by entering into a Memorandum of Agreement (MOA) with the Naval Reserve Command of the Armed Forces of the Philippines.
The ceremonial signing was held at Naval Reserve Center – Eastern Mindanao (NRCen‑EM) , Panacan, Davao City, and was attended by top officials from both parties, including DNSC President Joy M. Sorrosa, who represented the College as the First Party, and Major General Doreteo Jose M. Jalandoni PN(M), Commander of the Naval Reserve Command, who represented the Second Party.
The agreement outlines the renewed partnership between the College and the Naval Reserve Command for the implementation of the ROTC component of the NSTP from Academic Year 2025 to 2028, with provisions for renewal.
Under the MOA, DNSC commits to facilitating enrollment and administrative requirements for the ROTC program, providing office space and training grounds, approving and funding Programs of Expenditure (POE), and conducting regular evaluation of ROTC training staff. The College will also jointly supervise the ROTC program alongside the Naval Reserve Command to ensure quality training and adherence to national guidelines.
The Naval Reserve Command will be responsible for deploying training personnel, preparing a yearly Program of Instruction (POI), coordinating training logistics, ensuring discipline among cadets, and submitting financial reports. This partnership enhances leadership training, discipline, and civic responsibility among students while recognizing DNSC as an independent ROTC unit.
Also present during the ceremony were Captain Ronald Rey R. Labastida PN(GSC), Commander of the Naval Reserve Center Eastern Mindanao; Lieutenant Commander Nick Francis C. Dulfo PN, Commandant of the 723rd NROTC Unit (Affiliated) at DNSC; and Staff Sergeant Marcelino Efren T. Tagura PN(M), Assistant Commandant. Representing DNSC alongside President Sorrosa were Josiedel C. Santamaria, Director of the Office of Student Development and Services (OSDS); Razul A. Atowan, NSTP Coordinator; and Mark Anthony Librea, ROTC Coordinator.
