
PANABO CITY – The Davao del Norte State College (DNSC), through the Office of the Vice President for Administration and Finance (OVPAF), welcomed representatives from the Department of Education (DepEd) Schools Division of Mati City on July 4, 2025, for a benchmarking activity centered on DNSC’s Funds and Requisition Management System (FRS).
Dr. Reir Erlinda E. Cutad, Vice President for Admin and Finance, opened the session by introducing the core development team behind the in-house system: Ms. Gretchen B. Olivar, Information Systems Analyst II, and Mr. Ryan M. Rubiano, Programmer. Their collaborative efforts made possible the creation of a solution to streamline and automate procurement processes, including Project Procurement Management Plans (PPMPs), Purchase Requests (PRs), and Purchase Orders (POs).
Representing the Schools Division of Mati City were Edeson John M. Cabanes, Honeylyn M. Palmera, and Marny C. Bulac. In her presentation, Dr. Cutad highlighted the pressing need that led to the development of the FRS system, such as the inefficiencies of a manual procurement process. She also underscored the internal hurdles encountered along the way, such as user resistance to automation, data standardization of over 6,000 items annually, and the complexity of budgeting workflows and approval processes.
Despite these challenges, the DNSC-FRS has emerged as a success story. The system is now fully operational across the College’s various offices, dramatically reducing work hours and earning national recognition from the Development Academy of the Philippines for innovation in public sector performance.
Dr. Cutad emphasized that the FRS is part of a broader strategic plan to automate core administrative services. She also revealed the College’s long-term vision to potentially commercialize the system, which is why full demonstrations and access to the source code remain carefully regulated.
