PANABO CITY — Davao del Norte State College (DNSC), in partnership with the Social Entrepreneurship, Technology, and Business Institute (SETBI), hosted the 4th International Conference on Persons Deprived of Liberty (PDLs)’ Transformative Higher Education for Successful Re-entry 2025 from October 9–11, 2025, at the DNSC Main Campus in Panabo City.

The three-day conference served as a global platform for dialogue among educators, policymakers, correctional leaders, and advocates to examine the crucial intersections of education, rehabilitation, and reintegration.

The event gathered key stakeholders from the Bureau of Jail Management and Penology (BJMP), Bureau of Corrections (BuCor), Philippine Drug Enforcement Agency (PDEA), lawmakers, law enforcers, non-government organizations, university administrators, and faculty members.

The conference aimed to highlight the transformative role of higher education in rehabilitation by empowering Persons Deprived of Liberty (PDLs) with access to quality learning programs, cultivating personal growth, and enhancing their prospects for successful reintegration into society.

Participants engaged in sessions that emphasized the need to strengthen restorative justice systems and educational reforms inside correctional institutions. The conference outcomes are expected to advance evidence-based practices, establish academic standards for education behind bars, and foster international collaboration toward inclusive and humane rehabilitation frameworks.
