
PANABO CITY — Davao del Norte State College (DNSC) initiated the End-User Summit 2025 on October 1, 2025, from 9:00 a.m. to 5:00 p.m. The event, themed “Collaborate to Accelerate: Empowering End-Users for Faster and Smarter Procurement”, brought together college end-users for a full-day learning and capacity-building session.
The summit highlighted the role of end-users in defining institutional needs, specifying requirements, and ensuring that procured goods and services align with the actual operational demands of their respective offices. Through this initiative, DNSC aims to build stronger internal collaboration, minimize errors, and foster proactive participation in procurement processes.
In her opening message, DNSC President Dr. Joy M. Sorrosa emphasized the summit’s importance as part of the college’s broader commitment to good governance and responsive public service, “I am continually inspired by the initiatives we undertake as a college to improve efficiency and streamline our processes, especially when faced with challenges that test our resilience and creativity.”
Dr. Sorrosa also mentioned the event as a proactive step in adapting to Republic Act No. 12009, or the New Government Procurement Act, which replaces the long-standing RA 9184.
“This landmark legislation shifts our procurement paradigm from simply acquiring the ‘lowest-priced’ items to securing the ‘Most Economically Advantageous Responsive Bid,’ a bid that delivers the best overall value to the college,” she explained.
The summit featured a comprehensive set of sessions covering key areas such as PPMP and PR preparation, technical specification drafting, procurement documentation, and inventory management. Resource speakers included Vice President for Administration and Finance Reir Erlinda E. Cutad, Administrative Services Division Director Rhaymart Joe O. Gella, Supply Ofice Head Rogelio O. Flores Jr., Raymart D. Elizaga, Jerson M. Llevado, Missiel B. Magno, Sherwin Jay E. Bacalso, Jennifer L. Bordios, Irvin Glenn S. Santamaria, and John Carlef C. Balacuit.
