
PANABO CITY – Davao del Norte State College (DNSC) has been declared eligible for the Fiscal Year (FY) 2023 Performance-Based Bonus (PBB) after the approval of its appeal by the Department of Budget and Management (DBM) through the Executive Order (EO) No. 61 Technical Working Group (TWG).
In a letter dated February 9, 2026, the DBM informed DNSC President Joy M. Sorrosa of the decision regarding the College’s appeal on the results of its Final Eligibility Assessment for the FY 2023 PBB cycle. The appeal was reviewed pursuant to EO No. 61 and TWG Resolution No. 2024-2, which provide guidelines on the filing and resolution of appeals on the grant of the PBB.
Upon review and revalidation by the concerned validating agencies, the EO No. 61 TWG granted DNSC’s appeal on key eligibility criteria. These include Process Results and Citizen/Client Satisfaction Results under the Eligibility Criteria, as well as compliance with Agency Accountability requirements such as the posting of all invitations to bid and awarded contracts in the Philippine Government Electronic Procurement System (PhilGEPS), and the undertaking of Early Procurement Activities covering FY 2024 procurement projects.
Based on the FY 2023 Performance-Based Bonus Scorecard, DNSC obtained a total score of 18 points, equivalent to 90 total points. The College achieved 85.71 percent (12 out of 14) of its Congress-approved performance targets for FY 2023 under Performance Results. It also reported improvements in priority core services under Process Results.
Under Financial Results, DNSC recorded an average of 82 percent disbursements and earmarked income budget utilization rate (BUR). The college achieved a 100 percent resolution and compliance rate for Citizen/Client Satisfaction Results, with no complaints received from the Civil Service Commission’s Contact Center ng Bayan (CCB).
The scorecard further indicated that DNSC complied with all applicable Agency Accountability Requirements, including the Transparency Seal, PhilGEPS posting, Sustained Compliance to Audit Findings, Client Satisfaction Measurement, Committee on Anti-Red Tape, ISO-QMS Certification, SALN Review and Compliance Procedure, Report on Digitization, and Compliance with Freedom of Information.
The PBB is a performance incentive granted to qualified government employees and agencies that meet or exceed performance targets and comply with accountability requirements set by oversight agencies.
