PANABO CITY— Davao del Norte State College (DNSC), through the Human Resource Management Unit, facilitated a two-day workshop on Public Service Ethics and Accountability (PSEA) on June 18-19, 2025. The activity helped employees gain knowledge and tools needed to navigate ethical dilemmas and reinforce transparency in institutional operations.

In her opening message, Reir Erlinda E. Cutad, DIT, emphasized the College’s ongoing pursuit of excellence rooted in principled public service. “This workshop is another demonstration of the College management’s commitment to providing each of you with essential knowledge, skills, and resources to foster a culture of excellence within the College,” she shared. Reiterating that ethics and accountability are not just institutional expectations but core tenets of DNSC’s identity.

Participants engaged in discussions led by experts from the Civil Service Commission. Mr. Ronnie A. Bardoquillo, Human Resource Specialist II, facilitated two sessions covering Ethics in General, Ethical Dilemma and Decision Making and Accountability Corruption: Causes and Effects. He highlighted real-life scenarios in government service where decision-making must be guided by principle rather than convenience, offering frameworks for ethical choices under pressure.

Complementing the theoretical discussions, Ms. Reilee Jill Renee M. Villanueva, Senior Human Resource Specialist, led a session on Case Presentation and Action Planning, as well as a workshop on Fighting Corruption Action Plans. These sessions empowered participants to identify vulnerabilities within their units and craft concrete strategies to prevent unethical conduct. Participants were encouraged to reflect on existing systems and to propose proactive measures that support institutional integrity.

Closing the event, Mr. Rhaymart Joe O. Gella, CPA, reminded the participants that their work is anchored not only in performance but in principle. “Workshops like this serve as a timely reminder of our core responsibilities as civil servants. Ethics and accountability are not mere buzzwords, they are the foundation upon which public trust is built,” he said.
