PANABO CITY — The Davao del Norte State College (DNSC), in partnership with the Naval Reserve Center Eastern Mindanao (NRCEM) – Naval Reserve Command, hosted the Donning of Ranks Ceremony for Newly Promoted Naval Reserve Officers’ Training Corps (NROTC) Cadet Officers at the DNSC Audio-Visual Room.
A total of 67 cadet officers were formally promoted during the event,composed of 39 First Class Officers and 28 Second Class Officers. The ceremony was presided over by LTJG Nilda D. Paragoso, PN, Admin and Personnel Officer of NRCEM. She was joined by fellow guests ASDK Chamine B. Fabuna, PN, SSGT Efren Tagura, PN Marines, and QMC Carlo Castañeda, PN, who stood witness to the occasion.
Representing DNSC were Josiedel C. Santamaria, Director for Student Development and Services, and Mark Anthony G. Librea, ROTC Coordinator, who both expressed their appreciation for the cadets’ dedication and perseverance in fulfilling their duties as student leaders and future reservists.
In her message, LTJG Paragoso emphasized that true leadership in ROTC is not measured by power or rank, but by character, principles, and integrity, “Ang tunay na pamumuno sa ROTC ay hindi nasusukat sa lakas ng sigaw o taas ng ranggo, nasusukat ito sa ugali, prinsipyo, at katapatan… In our world, this maritime world, storms are not rare. They are certain. But Marines are not made to wait for clear skies. You are forged to gale. You are trained for the rough seas. You do not hesitate when the waves rise, you advance.”
Newly promoted C/LTCOL Thrisia Mae S. Mangubat O-1CL also delivered a message on behalf of her fellow cadet officers, expressing pride and gratitude for the opportunity to serve. “We are not just wearing a uniform, but we are wearing the colors of Davao del Norte State College and the legacy of the corps that came before us. We are the 723rd Affiliate DNSC, a unit not defined by size, but by the depth of its commitment to excellence,” she said.
