PANABO CITY – 723rd Naval Reserve Officers’ Training Corps Unit (Affiliate) conducted its Reception Rites and Donning of Ranks on February 25, 2026, at the Davao del Norte State College Sports Complex.

The ceremony was presided over by Capt. Liberty C. Gamueta PN (GSC), Commander of the Naval Reserve Center – Eastern Mindanao, who led the formal rites and administered the symbolic transition of responsibilities to the newly promoted officers.

In her welcome remarks, College President Joy M. Sorrosa gave an advice to the officers, “Leadership is not measured by authority alone, but by your willingness to serve others, to volunteer your time and talents, and to inspire your peers through example. In this way, you become true ambassadors of DNSC’s mission, producing globally competitive graduates who are deeply rooted in service and community spirit.”

Capt. Gamueta, in her message, emphasized the values expected of every officer entrusted with rank and responsibility.

“Humility in success, strength in adversity, and respect for every person under your command or under your charge. Respect flows both ways. Demand it by giving it. Enforce discipline by embodying it,” she said. “Your example will speak alone before your words do. The uniform you wear represents trust placed in you by your institution, your NROTC unit, your peers, your mentors, and your nation.”

Representing the newly promoted cadet officers, C/COL Trishia Mae S. Mangubat O-1CL, Corps Commander of the 723rd NROTCU (Affiliate) – DNSC, reflected on the perseverance that defined their journey.

Three years ago, we stood on this ground as part of more than 200 aspiring cadet officers. Today, through the grip of training and the trial of time, only 37 of us remain to be counted as cadet colonels and senior officers,” she said. “Thank you for your sacrifices even when no one is watching.”

The Reception Rites and Donning of Ranks formally recognized the commitment, discipline, and leadership of the corps’ senior cadet officers, reaffirming the institution’s partnership with the Philippine Navy in molding students who embody service, integrity, and patriotism.
