
PANABO CITY – By virtue of Office Memorandum No. 77, series of 2025, issued by the College President and endorsed by the Human Resource Management Office (HRMO) and Legal Affairs Unit (LAU), all employees of Davao del Norte State College (DNSC) were called to attend the Awareness Seminar on the 2017 Revised Rules on Administrative Cases in the Civil Service (RACCS), Public Ethics and Accountability (PSEA), Financial Literacy, and Co-Maker Responsibilities on August 14, 2025.
The seminar, held at the DNSC gymnasium, was primarily intended to strengthen institutional accountability, promote ethical behavior, and equip college personnel with essential knowledge relevant to their roles in public service.
The sessions were facilitated by Atty. Loreville P. Fontanilla and Paolo B. Coquilla for PSEA, RACCS, and Co-Maker Responsibilities, while Dr. Marck Lester I. Navales and Rhaymart Joe O. Gella led the Financial Literacy portion. The presentations on RACCS covered procedures for filing and resolving administrative cases, the rights and obligations of government employees during investigations, and common administrative offenses and penalties.
In the PSEA discussion, employees were reminded of the principles of transparency, integrity, and moral ascendency in public service, as well as measures for preventing conflicts of interest and addressing sexual harassment offenses. The Financial Literacy session focused on personal budgeting, responsible borrowing, understanding co-maker obligations, and practical tips for financial planning to ensure stability and accountability.
